What’s in store for the City of Brampton when it comes to group homes? 

In September 2019, Council passed a motion for staff to review the City’s policies and regulations with respect to supportive housing and Group Homes in particular.

This motion was passed to ensure that the policies and planning go along with Provincial legislation and requirements of regulatory bodies.

On November 20, 2019, Council passed Interim Control By-Law (ICBL) 286-2019 within Area 10, as set out in Schedule A of the Zoning By-Law (see attached map), that prohibits the use of land, building or structures in residential zones, for the purpose of Supportive Housing Facilities, Group Home Type 1 or Group Home Type 2, excluding retirement home, nursing home and senior citizen residence.

The ICBL is in effect for a six-month period beginning November 20, 2019, while the City of Brampton goes through a City-wide review of the Official Plan policies and Zoning By-Law regulations. 

The City’s Supportive Housing review is scheduled to be completed by April 2020 and will be completed in three phases.

Phase one will include background and benchmarking work, review of the Ontario Human Rights guide titled, ‘In the Zone: Housing, human rights and municipal planning’.

Phase two will feature a Public Open House, completion of a draft report, draft Official Plan and Zoning By-Law amendments.

Lastly, phase three will involve the implementation of the proposed amendments. 

The City of Brampton recognizes the need to support the planning of specialized housing for a diverse population, which includes people with disabilities and those who have special housing needs.

This is why the city feels that specialized housing should be strategically located and integrated within the community, in order to help to provide them with access to all public amenities, transportation, parks and open spaces.

The upcoming public meeting will be an open house format with no presentation and will provide residents with the opportunity to provide their input and ask questions.

Residents are invited to a public meeting hosted by the City of Brampton, where the results of best practices related to the regulation of Group Homes will be presented. 

It will take place on Wednesday, March 11, 2020, from 6:00 p.m. to 8:00 p.m. at Brampton City Hall (Atrium) located at 2 Wellington Street West.
